It wasn’t just Gavin Newsome amendments. The CA Black Caucus created a reparations package using a multi-year approach. Everything was not going to be done simultaneously. Also, from the beginning activists and reparations task force members warned against a “freedmen’s agency.”

I think the biggest lesson here is that if you’re not going to advance certain bills, tell people early. Because the CA Legislative Black Caucus was not wrong for acknowledging the need for additional time. However, the abrupt nature of it all led to chaos and misunderstandings.
