D.C. MARRIAGES, SAVED! The D.C. Council just passed an emergency bill to let the city to issue marriage licenses. Because of the federal shutdown, D.C. Superior Court's Marriage Bureau has been unable to process marriage licenses since last week. (The court is federally funded.)

I've been telling clients that one needs to look at pressure points that would force Congress to act on the shutdown. The Oct. 15 military paycheck for one. ATC staffing shortages at major airports is another.

With the troops being paid Oct 15 the shutdown will likely last longer. Strongest Incentive for both sides to end it has been taken away
