It's still too early to call but at this point it looks like the only Dallas HERO Initiative proposition in play is S, which would remove government immunity in lawsuits against the city. If only S passes, Dallas HERO will have blown up qualified immunity for police officers too.

What an outcome if the Dallas HERO Initiative and their pro-police messaging ends up waiving qualified immunity for police officers and not increasing police budgets. Dallas already has trouble hiring new officers. Will that problem get worse without qualified immunity for cops?
