I dont understand points like this at all. You cant increase the gas limit safely before fixing the dos vectors. The gas limit is always specified to handle the worst case blocks for clients

If you want to significantly increase the transaction payload size on mainnet, bandwidth will be the biggest bottleneck. You would need to have both ePBS and RLNC to allow bigger payloads to be propagated to the network in time.

This position would be basically ossifying the evm in its current form. I don't see how we could make any significant changes without EOF.
