Exposure is an indictable offence, so a member of the public is perfectly entitled to use reasonable force to arrest someone. The BTP should not be saying that the man was “assaulted” which implies a crime has been committed.

I literally don’t understand how those two things can be true at the same time, so presumably “slow traffic” has some contentious definition?
