Per Governor Glenn Youngkin, the state flag over the Capitol is to be lowered Wednesday from sunrise to sunset to honor the memory of W. Tayloe Murphy Jr., a former state secretary of natural resources and former member of the House of Delegates. Murphy, 88, of Montross, died Sept. 15.
