I've asked two people and we've come up with multiple hypothetical ways to game this. It's going to take a *lot* more thought if it is not going to incentivise low-value qualifications for poorer pupils.

This is a great summary from Mark. Sadly, the overwhelming sense is that the inspection framework has been gutted of any substance at subject/department level. Departments only matter insofar as they serve some sort of vague generic purpose.
