I think one sign of a feature factory or just misguided Product is when the PMs justification for building a certain feature is “because the HIPPO wanted it that way.” And not a more meaningful aspect of product growth or development

The difference of technical vs non-technical PMs can be nuanced. Understanding it and defining it within your organization will help align expectations for stakeholders and for the PMs in those roles.
