NFL VP of sports betting, David Highhill, says on league’s media briefing that they have been focused on proactively prohibiting certain types of wagers, such as ref props, “inherently objectionable” things, and props controllable by a single player (i.e. kicker to miss kick).

So, while this is still being fought over in the courts, the NFL sees sports event contracts offered by federally regulated prediction markets as sports betting-like enough to treat them like sports betting and prohibit players from using them.
