Why open a new charter when we could fill an under-enrolled SF public schools school with a Mandarin Immersion program, if the demand is there?

Instead of creating its own mandarin immersion school, SFUSD should just take over what Dragon Gate Academy has done. Families get more Chinese bilingual education and the district gets hundreds more families in the system. Win-win.
