Many innocent lives were lost in another Russian attack in Ukraine. Many were injured, including children and pregnant women. Violating the rules of war has become normal in today’s conflicts. No wonder so many people have no choice but to flee and become refugees or displaced.

Should IOM & UNHCR be merged? Don't their activities & interests increasingly overlap? Would a merged agency really lose UNHCR's protection impact? Wouldn't major savings come from having fewer meetings, staff, offices, vehicles, senior management salaries & travel costs?

I told Member States today that we will do our best to maintain support to refugees and host countries amidst harsh funding cuts. But doing "more with less" is impossible. We are forced to do less with less. My message to governments: now is the time for renewed commitment.
