If Govt is replacing petrol tax with Road User Charges, and purpose of RUC is (in part) road maintenance, then per km rate of RUC needs to be related to the damage done to the roads by the vehicle. Eg a 30 tonne truck does 15,000 times more damage than a 2 tonne car.
