That requires clarification.

So-called 'DOH Medicaid' was up 11%, but all state Medicaid, including through mental hygiene agencies, was down 2% budget.ny.gov/pubs/archive/f…

We are now at the 'parameters of a fiscal agreement.'
Last year, it took five days to get from 'conceptual agreement' to a final budget.

The closest I could find to the current phrasing was in 1984, when it took 8 days to go from 'parameters of an agreement' to a final budget.
