Heather Fearn David Didau Ofsted Yes. But Ofsted doesn't have evidence that what it does is either consistent, reliable or valid. "There is always more to do" is such a bad argument when basically nothing has been done. Because civil servants basically duck the issue. They don't want to do it, it doesn't happen

Heather Fearn David Didau Ofsted Sorry. I simply disagree that there has been much effort. There were the research reviews - which were policy pieces led by policy teams. But little research investigating things like validity, reliability and consistency in a proper psychometric sense.

Fascinating discussion here. I have sympathy for both positions. I think Ofsted tried to move towards greater reliability and validity, but I'm not convinced it worked, or is even possible.

Undoubtedly the real terms cuts to Ofsted’s budget, combined with the expansion of its remit, made it difficult to find the funds to conduct research into the validity, reliability and consistency of its inspection judgements.
