FCDO is the biggest loser in today's spending review, with day-to-day spending down by nearly 7% in real terms. Add the govt's decision to cut the aid budget to 0.3% of GNI, and it's hard to see how the UK can remain an effective foreign policy actor with such a big budget hit.
