That’s certainly not the reality in Virginia, where people with felony convictions lose their right to vote for life. If the Gov believes this there are clear actions he can take to back it up.

Dems in control of both chambers gives them the ability to start Constitutional Amendments in 2025, Governor plays no role in that process. First up would be abolishing the permanent disenfranchisement clause for people with felony convictions.
