Freelancer friends: do you charge for the first call? (get to know the project, scope and people etc) Or: If you get a lot of requests how do you filter out the ones that are serious & interesting?

Last couple of days, I've heard a few times from startup CEOs that 'it's hard to find great product designers, but it's even harder to find great brand designers'. Is it common? If yes, why are brand designers generally compensated less than product designers? 🤔
