There are a ton of of studies that show that cops and prosecutors are less likely to investigate, arrest or file hate crime charges when the crime is motivated by religious or anti-gay bias unless there’s a manifesto or an explicit confession .

Plus, most Black people live in former confederate states that are less likely to have hate crime laws or even send their data to the FBI
