1/2 Two things are striking here: a) it refers to restoring Russian access to agriculture and fertilizer markets, but not Ukrainian access. The former was impacted by sanctions; the latter impacted by Russia attacking civilian navigation, which it still threatens to do;

2/2 and b) it says nothing about Russia refraining from attacking Ukrainian ports. Ukraine has no navy, so a maritime ceasefire benefits only Russia -- unless the ceasefire also includes banning attacks on ports and civilian navigation.
