Why does the market pay CEOs well? Because they're consequential. They manage assets worth hundreds of times more than their salaries. Having to hire the ninth-best person instead of the best person can destroy a huge amount of value. Same thing for the state.

The min-max transit investment for pretty much any city that was big during the Victorian era is joining up existing railways with a short tunnel. Dublin is a classic example. Get digging!
