In the special election in NY's 26th CD to replace Brian Higgins, a Dem who resigned in Feb., fellow Dem Tim Kennedy was the easy winner Tuesday over Gary Dickson (R). Once Kennedy is sworn in, the partisan lineup in the House will be 217 R and 213 D, with 5 vacancies (4 R, 1 D).
