Dept. of State spokesperson Matthew Miller just said the China consul general was *not* removed or expelled. Instead, the consul general reached the end of their rotation in August, Miller said.

A coda to this: The Chinese consulate just posted a press release today that still refers to Huang Ping as "consul general," with photos it claims are him performing official duties on Sept. 3.
