I see criticism in the comments. To be fair, this is how all major Chinese cities look outside their core CBD. Surat looks like it has better quality infra even at a cursory glance. It will be better prepared for any future growth than 99% of Indian cities out there.

Singapore, Switzerland, HK all have populations less than 10M. They can thrive on finance, trade, niche industries etc. India on the other hand has more than 1.4B people and growing. You can’t employ a billion people in banking & consulting. Manufacturing isn’t optional here.
