About 1/3 of the way through election day and things are running smoothly so far for Franklin, Delaware, and Pickaway County Boards of Elections - few provisional ballots cast in Delaware and Pickaway, even fewer voters with disabilities or homeless voting - 9 hours to go NBC4 Columbus

Licking Co. BoE reporting about 100 people have voted provisionally as of 10:45 a.m., the most I've found so far in central OH. They say its been a steady stream of voters and they are maintaining safe social distancing at the board of elections. No problems so far. NBC4 Columbus

Franklin Co. BoE taking over the lead in provisional ballots cast this morning with 199 through the first 4 hours of voting. An additional 45 ADA voters cast their ballots, these would be voters with a disability or could not receive mail at a home address. NBC4 Columbus

Ohio Secretary of State Frank LaRose issues directive to County Boards of Elections on how they should handle provisional ballots cast on April 28th. Bottom line, if you didn't request an absentee ballot and cast an in-person provisional ballot, it will not count. NBC4 Columbus

For those seeking exact language: Directive 2020-09: "The provisional ballot is not eligible for counting if the voter was not eligible to vote in-person absentee under H.B. 197 and the voter did not apply for an absentee ballot by noon on April 25, 2020." Frank LaRose NBC4 Columbus
