At least one of the examples someone uses here, "collaboration" on cancer research, is an area where China mainly engages in widespread research fraud and IP theft; very discouraging to hear there are senior military leaders who are still in denial about the dynamics here.

"Presence" is literally a doctrinal term related to both leadership and establishing troop positions. The presence is both a task and purpose. But what do I know I never got to wear three stars🤷‍♂️
