Why do they keep putting ‘so-called’ in front of everything? Are they trying to imply that it isn’t a bill? Or do they just think that adding ‘so-called’ next to any random noun is a general way to convey unhappiness?

Just watched Tenet for the first time. It doesn’t seem to make sense that the Protagonist both established Tenet in the future and recruited himself in the past, since he only established it because he recruited himself and vice versa. Am I missing something?
