Has anyone proposed a Truth & Reconciliation Commission for the wider Middle East/Caucasus region under the supervision of the #UN as a long-term solution of the ethnic & religious conflicts in the region? If not, why is such a commission not a conceivable solution?

Just learnt today that it was a woman Mary Shapard who 1st advocated for the formation of a "league of nations," & the author of the original text used by POTUS Woodrow Wilson to create his proposed covenant for the League of Nations, subsequently formed on January 10, 1920.
