Even if it were the case that OAI’s contract with the DoW was much safer and had the key limitations (it’s not and it doesn’t), OAI shouldn’t have defected and taken the deal. Doing so undermines the solidarity of AI labs and encourages further overreaches.

Anticipate an APA challenge. Given that OpenAI and Anthropic are pretty similar re: security risks, and given that the govt mmediately went into business with the former and is treating the latter worse than Chinese AI firms, most courts would say: arbitrary and capricious.

Claude Gov is a custom model with extra training, including technical safeguards. (We've also had FDEs and researchers implementing it, and we run our own classifier stack.)
