The old calculation logic did not use percent (per-100). It used per-256, which was confusing for humans due to rounding semantics. This behavior was changed with fixAmendmentMajorityCalc amendment's activation.

A note of caution. As the majority is just one over the needed threshold, there could be a situation where it slips back should a validator voting yes restart or go offline. If it crosses a flag Ledger. As more validators vote in favor, that margin increases.
