Essentially what I’m gathering from this is if the Falcons hire Cunningham: the Bears won’t get picks because of the Falcons structure. Matt Ryan is the primary football exec. and a GM under him would have all GM duties BUT Ryan would have final say. (1/4)

Cunningham would be technically getting a promotion in the sense that he has more responsibilities, but in terms of the written rule, it would be a “lateral move” as a secondary football exec. The Bears could block the move (I can’t see Poles doing that to his friend) (2/4)

Conrad Sports Network It’s an NFL issue more than a Falcons issue. If he lands the job he’ll have all the responsibilities of a GM. No clue how the NFL wouldn’t see that as an upgraded position. Looks like they switched up how they view executives (primary vs secondary) because of the Titans last year

To answer the many questions about whether or not the #Bears will receive compensatory draft picks with Ian Cunningham leaving to become GM in Atlanta, the answer is no. The NFL views Matt Ryan - President of Football - as the primary football executive in Atlanta.

This means that if the Bears wanted to, they could have blocked Cunningham from leaving. They chose not to. The Falcons have a President/CEO - just as the Bears do (Kevin Warren) - and they added an additional layer over football with Matt Ryan in his role.

Lost within the kerfuffle of the Bears not getting comp picks for Cunningham leaving (yes, his new job is a promotion even if the language calls it “lateral”) is that Matt Ryan nepo’d his way into a high ranking role with 0 experience which is the true mockery of the Rooney Rule.
