It is painfully on-brand that PennDOT funds projects like this through its "Multimodal Transportation Fund" that is about 0.4% of its budget and then ~87.5% of that 0.4% is reserved for "highway and bridge related projects" anyways. PennDOT loves podiums, not progress.

Graphics editor Bill Marsh has spent 30 years updating his 3x2 ft. double-sided "Pictorial Map and Walking Guide to Philadelphia," a sweet tourist map. When newspapers had money he got the Inquirer to chopper a photographer over downtown so he could get the building tops right.
