Twitter brain, a few months back a high frequency noise started outside my apartment. It's loud enough that I can hear it with windows open. I'm pretty sure it's from one of the backyards. Any idea what device it might be? It's consistent 24/7, iterating through tones.

Anyone got recommendations for led signs (like the ones found in shop windows) that can be programmed over USB without some proprietary windows software?
