Both are correct.

Option 3 is the same as 1, just at a higher level. With 3, the input is usually number of stories, which when multiplied by historical averages gives you an estimate. Option 2 is the worst because it lets leadership make estimates and deadlines without your input.

I have seen too many smart folks taken by the belief that since future needs are uncertain, the rational way to develop software is to only account for current needs, who find out they don’t have time or interest to refactor when those needs change.

This, but optimistically. A future where you can build and deploy robust systems by just describing your problem and choosing from trade-offs is worth striving for, even if there are limitations with current technology.
