Yes- a substantial portion of the variance in teacher rating scales is due to the teacher! Not surprising, certainly, but helpful to know the extent of the issue!

Teacher rating scales (TRS) are measures of teachers as well as students: Between 10% and 25% of students’ TRS score is between teacher variance- an effect size of 1/3 to 1/2 standard deviation. TRS are not easily comparable across teachers- New article journals.sagepub.com/home/ecx
