Govt approved a transport policy in 2009. After 13 yrs, 3% is fulfilled, 11% partially fulfilled and 86% unmoved. Not for lack of trying. Neither politicians nor the people believe in policy led governance or leadership. It's relying on fancy projects w/o policies that stumps us
