Outrun 2 Coast to Coast's online mode is now functional again thanks to Outrun2006Tweaks's author managing to create a replacement master server and connecting to it You can now create and join lobbies, and the netcode works pretty swell :D

PLAYING OUTRUN 2006 ONLINE IS INCREDIBLE Spent an hour today doing races thanks to the restored PC server, and in this 15C race where I accidentally activated MT, managed to quickly pick up gear drifting midway through and...well...magic happened.

A few days ago the OutRun2006Tweaks mod just got it's 0.5 update, this version restores the online multiplayer mode that has long been deactivated. So now it's possible to play Outrun 2006 online on PC again, you can quickly join lobbies and host your own game.
