My brother in law just called me. He said we had a strong earthquake at my house. He said the entire house was swaying back and forth. He is checking for damage. Also a strong quake in Villavicencio. The highway to Bogota has a wide crack that will need repair

It is a genuine problem when you have weak (or adversarial) administrative oversight. I saw it in Portland, Oregon, years ago. Portland received Fed. money to fight drugs. So Portland used it to fund an NGO that gave away free needles and provided safe "shooting up" locations.
