If there are HS students that are attentive, respectful, considerate and want to learn without peers’ disruptions, why can’t there be a space for them?

If a HS student with an ED/IEP hasn’t successfully integrated with a mainstream education / classmates, why is the average student being denied continuity of instructional time? Why has it been acceptable for students to learn to the lowest behavioral skills?

One might wonder when there’s actual instructional time to teach the material on the test?

I sent my disabled child to public school. I trusted them. She couldn’t learn to read there. What was I supposed to do? Leave her there? The law says they have to provide her specially designed instruction to make meaningful progress. That didn’t happen.
