Suratul Yusuf gave us an account of a ruler that “dreamt” about famine and prepared for it. He wasn’t informed by the sophistication of modern technology, he simply dreamt, but given the gravity of the matter, relied on the interpretation and took measures to prepare for it.

▪︎ A planned ₦35trn was projected to be spent in 2024, which means that by September 2024, a total sum of ₦26trn should have been spent.

▪︎ Out of the ₦26trn by Sep. 2024: --> ₦8.5trn recurrent non-debt (i.e., salaries) --> ₦6.2trn recurrent debt (debt service) --> ₦10.3trn capex --> ₦1.3trn transfers (statutory outflows to NASS, Judiciary, etc.) This was the budgeted spend. So what was the actual?

▪︎ ₦22trn was spent as of Sep. 2024: --> ₦5.5trn recurrent non-debt (i.e., salaries) --> ₦8.9trn recurrent debt (debt service) --> ₦5.9trn capex (LMAO!) --> ₦1.3trn transfers (statutory outflows to NASS, Judiciary, etc.)

Planned fiscal deficit for the full year was ₦9trn. The pro-rated figure by Sep. 2024 was ₦7trn. The actual was ₦7trn (kept in check as capex was the sacrificial lamb).

If your deficit was ₦7trn from January to September 2024, then you have an annualised figure of ₦9trn for full year, which implies a 3.5% fiscal deficit to GDP. The IMF threshold is 4%.

The interesting thing to see here is: 1. Debt service: 68% 2. Fiscal deficit of ₦7trn > capex of ₦5.9trn (okay na). 3. Inspite of marked revenue growth, there is no evidence that allocation has improved in any way (I didn't make the numbers, see them for yourself).
