I'm only guessing here but I suspect TfL byelaws also don't give "permission" for people to charge through ticket barriers without paying, so on the basis of how rigorously they enforce that, I imagine Jenrick will be fine.

If the UK's healthcare system is "sustained" by immigration, then that is a national failure. Poaching underdeveloped countries of their human resources - whilst having an inadequate skills, training, and pay strategy at home - does not sound like success in British healthcare.
