As a strong advocate for drug decriminalisation, UM's Iqa Mohd Salleh, PhD. highlighted that decriminalisation ≠ legalisation. Decriminalisation, she said, prioritises human dignity & health by recognising that substance use is a complex health & social issue - not a criminal one.
