claude code 从2.1.7开始，放弃了toolcall decision，转而变成finish tool的模式来满足looping的判断需求（不依赖finish_reason）。好处是更持久，坏处是整个交互模式给用户带来的效果是不太理解模式这种自问自答是什么意思（其实每次继续的时候本地代用户都发了个continue）。
