Will need to look at details to understand this but how do we have so much more tax and borrowing and so little increase in spending? With 1.5%pa will be hard to increase spending across all unprotected departments. Must be a big increase in spending this year.

HM Treasury not doing much for credibility of its distributional analysis by presenting effects of taxes and spending changes on households but ignoring impact of NI increase - so you see benefits of more spending without costs of biggest tax rise.
