A notable detail here is that Josh Hawley is from Missouri, home of Express Scripts Pharmacy Benefit Services , one of the 'Big 3' PBMs and no doubt a political force there because of their sheer [ill-won] capital. And despite that, he sees that PBMs are the problem.
