The sausage being made in Congress is going to have to navigate a complicated macro context. Unlike in 2017, when the economy was starved for growth, this time the bond market won't stand for too much profligacy. In a way, the smaller the stimulus, the better for the economy.

The current bill adds deficit to the US economy, but the era of "exceptionalism" is over. The bond market (and portfolio flows) no longer are willing to be fooled that expanding deficit is good for US assets. Note that USD rally has failed. Fascinating shift in macro.
