...but, in the grand scheme of things, not a big one Change 3 - fines for non-compliance with the mandate will be reduced from £15k to £12k Again, a backwards step, but perhaps not the biggest deal Why? Because fines are a measure of last resort

Colin Walker (@colinwalker79) 's Twitter Profile Photo

There are lots of flexibilities in the regulation that manufacturers can use before having to pay a fine Which is why not a single underperforming manufacturer - not a single one - needed to pay a fine under the mandate in 2024

Colin Walker (@colinwalker79) 's Twitter Profile Photo

Change 4 - credits for vans can be transferred to cars and vice versa Basically, if a manufacturer is overperforming on EV car sales, but struggling on EV van sales, they can transfer excess credits over 1 car credit can be exchanged for 0.4 van credits

Colin Walker (@colinwalker79) 's Twitter Profile Photo

And 1 van credit can be exchanged for 2 car credits Change 5 - expanding the ability to use credits earned from improving the CO2 emissions of petrol and diesel cars to meet the EV sales targets This flexibility exists, and is one I've tried to explain on a number of occasions!

Colin Walker (@colinwalker79) 's Twitter Profile Photo

It basically means that credits to hit your EV sales target aren't just earned by selling EVs - you can also earn them by reducing the emissions of the ICE cars that you sell This is why people like New AutoMotive talk of the 'real' EV sales target that manufactures have to hit

Colin Walker (@colinwalker79) 's Twitter Profile Photo

It's the % of EVs that need to be sold once the extra credits from lower CO2 petrol cars are factored in Eg - in 2025 the EV sales target the industry needs to hit is 28% - but in reality this extra source of credits means they only need to reach 22.7% storage.googleapis.com/public_downloa…

Colin Walker (@colinwalker79) 's Twitter Profile Photo

Which is why the car industry is doing much better than it's letting on, and why it was able to comply with the mandate in 2024 The Government is extending this flexibility - rather than ending in 2026, it will now end in 2029

Colin Walker (@colinwalker79) 's Twitter Profile Photo

And the number of credits that can be transferred over will increase This will almost certainly mean that manufacturers can sell fewer EVs than they previously needed to to comply with the mandate That's a weakening, and will result in fewer EVs on UK roads...

Colin Walker (@colinwalker79) 's Twitter Profile Photo

...again not great for the climate or our net zero ambitions Change 6 - extension of the ability for manufacturers to borrow credits from future years At the moment, manufacturers can borrow credits from future years until 2026. That's being extended until 2029

Colin Walker (@colinwalker79) 's Twitter Profile Photo

This will mean manufacturers will be able to sell fewer EVs in the 2020s than was previously the case Obviously, not great for reducing emissions from our transport sector, but it also creates an additional problem

Colin Walker (@colinwalker79) 's Twitter Profile Photo

Credits borrowed have to be paid back By 2029, its possible that some manufacturers will have borrowed so many that they'll really struggling to ramp up production to such an extent that they can pay them all back Which means, in 2029, some could start pleading poverty...

Colin Walker (@colinwalker79) 's Twitter Profile Photo

...and push for even more concessions, and a further weakening of the mandate So, what are the consequences of all these changes, and this weakening of the mandate? Well, firstly, its strange that the mandate is being weakened at all

Colin Walker (@colinwalker79) 's Twitter Profile Photo

It came into effect in 2024, and the industry as a whole met its target in this first year Stellantis even issued a press release proudly announcing their success And in 2025 so far, the industry appears on course to meet its obligations media.stellantis.com/uk-en/corporat…

Colin Walker (@colinwalker79) 's Twitter Profile Photo

So the Government is, in effect, acting to help the industry hit some EV sales targets that it isn't having a huge amount of trouble in hitting Also it should be noted that the Mandate is working as intended

Delighted to join Liz Allen (Liz Allan ) on her latest Electric Evolution podcast We discuss the changes the Government has made to the ZEV Mandate - changes I believe weaken the mandate and could slow EV sales Do have a listen if interested fullcircleci.co.uk/episode-136-li…

Here's some A-grade EV misinformation from the The Telegraph "EV fires up 77% in two years!!!" What the The Telegraph fails to mention is that the number of EVs on our roads has gone up 105% in those 2 years Which means the frequency of EV fires has actually gone down! 1/4

Also, the article makes no reference to the fact that EVs are MUCH less likely to catch fire than petrols or diesels For example, data from the Swedish Civil Contingencies Agency found that EV fires are 20x less likely to happen than ICE car fires 3/4 topgear.com/car-news/mythb…

Colin Walker (@colinwalker79) 's Twitter Profile Photo

While this data from EV Firesafe in Australia found that EVs are 80x less likely to set on fire It would be helpful if articles about EVs and fires included this kind of context Would help make them less ill-informed and scaremongery evfiresafe.com/ev-fire-faqs
