Incarcerating people for the rest of their lives when they are highly unlikely to be re-arrested for new crimes once released is a waste of time, money, and human potential.

Second look laws allow decision-makers such as courts or parole boards to reevaluate a person's sentence after a sufficient period of time served in prison and determine if that sentence is still necessary.

Too many people are serving long prison terms that don’t make us safer. People languish in prison for years, even decades, because our laws don’t give them a second chance. Extreme sentences devastate families and communities across the country.

Nearly one in four people in Florida’s prisons (23,500 individuals) was elderly (50 or older) in 2016. Elderly inmates are a demographic group that costs the state significantly more to imprison, especially in expenses related to health care.

"Second Look" laws-people change, mature and rehabilitate. The law should reflect a belief in second chances and allow review of long sentences to ensure they are-or remain-appropriate.

The Second Look Bill could help address the issue of mass incarceration by identifying individuals who have served lengthy sentences and are no longer a threat to society. This can lead to a more efficient use of resources and reduced prison overcrowding.

A Second Look Bill would provide an opportunity for reevaluating the sentences of individuals who have shown growth, rehabilitation, and remorse during their time in prison.

Too many people are in prison for too long -- with virtually no way to get a second chance.
