Aaron Rupar Trump fundamentally misunderstands what FEMA does. It's a small agency. States ARE in the lead even when FEMA shows up. FEMA's role is coordination (i.e., contractors, locals, cooperating states, access to fed $$) to help states implement state-designed disaster response plans.
