He knows there are no crimes for him to justify prosecuting Biden. Revenge is the name of the game. Trump has practiced it his entire life. He needs to salve his damaged ego. He will also use Biden as an example to others who might show disloyalty or protest his policies.

Trump looks like he would deploy the guard for whatever reason suits him. I think of the current campus protests.
