No, The sun is literally obscured by the curvature of the earth. Objects moving further away get smaller the further they get. If you use a filter to eliminate the sun's glare you can see that it does not change it size throughout the day, and cleanly dips below the horizon.

Angles can be measured between any arbitrary set of 3 coordinates in 3d (or 2d) space. A elevation angle can only be measured with reference to zenith/gravity, as we are able to use this reliably. You can measure elevation angles without seeing the horizon, because of gravity.
